$2 NLHE Full Ring: JJ facing minbets OTF/OTT

Recently played this hand and I was so confused how to interpret those minbets. Esp. after he calls a 3bet preflop.
-Would you raise the flop like I did?
-Would you raise the turn?

Flop: ($0.55) 9♣ 3♠K♠ (3 players)
BB checks, MP1 bets $0.02, CO raises to $0.22, BB folds, MP1 calls $0.20
So I was really confused by his minbet after a call on a 3bet preflop. I decided to raise that up.

Turn: ($0.99) 8♠ (2 players)
MP1 bets $0.02, CO calls $0.02
I didn't feel confident at all/was confused and I just called.

River: ($1.03) 9<font color='red'>♦</font> (2 players)
MP1 bets $0.49, CO calls $0.49
Yeh this call was not smart. I didn't believe him/was confused/thought my jacks would be good. .

Any reads on the villain?

I probably 3bet a big bigger preflop, but I don't think it's a big deal.

OTF if you raise make it larger than 1/3 pot imo. You're giving him about 4 to 1 pot odds. I probably go closer to .45 or so to deny him proper odds to draw.

As played OTT I don't mind calling and trying to get to a cheap showdown and possibly hit the flush or trips. The min-bet there is basically a check to me and I would probably check back the turn.

The river is a pretty easy fold for me. You really don't beat anything here other than a complete bluff. Any king beats you, the flush came in, and the board paired.

I had the following stats on villain:
14/ 9.7/ 4.4/ in 99 hands

3x is standard right? I thought you make it 3x-4x when you're OOP?

Thanks I'll take the raise sizing into consideration next time something like that comes up.

You said that the board paired. Just a conceptual question, do you slow down in general when the board pairs on the turn or river? Why is that the case?

I just tend to 3bet a bit bigger at the micros since a lot of players I run into are flat calling a lot. That's probably not the case given villain's stats here though. When I say a bit bigger, I just mean 1 or 2 BBs more. This may just be a personal preference. I think as long as you're not basing bet sizing on you're hand strength and keep it relatively consistent it's not a huge concern.

I just mentioned the 9 pairing in that now you aren't even beating some type of second pair an unknown villain may have shown up with. Now that you give his stats I think he's more likely to have a high king, or maybe AQ of spades hoping you'd raise his min turn bet.

Keep in mind I'm no expert so my line of thinking may be flawed lol. Maybe others with a bit more expertise will give you their opinion.

EDIT: Also, it may be a good idea to add any stats/reads you have in the OP. You will likely get more specific advice since playing vs an unknown is much different than playing vs a 14/10 or 55/3 or 8/6 etc. etc. ;)
