He is a total fish, but his re-raise pre flop is very high. Would you guys fold, call, 4-bet???

Yup, 4bet shove. If you consider someone a fish, you should carry that through by assuming he has a range that a fish would have.

There's really no sensible range for his bet unless you assume he's not a fish plus he thinks you're one, in which case me could be raising AA or KK as high as he thinks you'll call.

Since he is a fish, you can ignore this possibility, which means his range is wider. It only has to be about 5% to make playing for stacks alright, and any wider makes you +EV.

raise more pre flop, 8 cents I would do. Then, even if he is a fish a 40 cent raise when you have an unmade hand, just fold and wait for a better chance. Chances are you will miss the flop he will put in a pot sized continuation bet, and then you have to fold anyway.

Well, generally fish are fish because they're not aggressive...so when they start getting aggressive you should fold. What is his 3-bet %?
