98 os on the button, raise or fold is better than flatting. If he limps take control and raise. If he limps strong holdings just fold.
As played no one appears interested so bet the flop. Even more so bet the turn, if someone checks twice that is your signal that they usually aren't interested so bet and take it. This is bread and butter poker.
As played yes you can raise on the end looking to get paid by 2 pair hands but fold to a re-raise as K9 and AK beat you. Not that AK should be there as it should have raised pre flop but K9 is a definite possibility.
