Should i have jammed the river? I obviously knew he had an ace or a flush at that point judging by how it played out and is he really going to be good enough to get away at 2NL?

I think your river value bet is just fine. Getting that value is already high enough at that stake. That value is good enough for him to call if he has a decent hand which he does.

It's player-dependent, but I suspect you can win somewhat more on this hand. But the key isn't shoving the river; it's making it more with your turn CR. There are other possibilities, but the most likely scenarios are he has an A and calls, or he doesn't and folds. If he folds, it doesn't matter whether you made it 0.68 or some higher amount. If he calls, you can probably bet more and still get called on the river since the pot will be larger before you bet.
