Nasty hand. This is why I don't like flatting KQo pre flop. Especially OOP. It has some good blockers to 3 bet bluff, especially vs CO raising range. If we 3 bet pre and double barreled we take this down a lot. As played when you call turn I think you need to already have a plan for the river. On this river I like a smaller blocker bet / fold of maybe half pot max. If V can still raise us on the river when the board pairs and we are more likely to have a 7 we are far less likely good. V seems to size large all 3 streets which screams AQ or overpair to me but could have some missed flush draws as well. As played I fold river until I have better reads.

As your range is very capped, this is bluff catching play.

Villain optimal bluffing frequency is 31.25% based on river bet. He has many value combos (QQ-AA,T9s,88,76s,77,AQ) in his range so that he can bluff with many at least 10 combos of busted flush draws, and pretty much indifferent calling or folding in this case if villain is very balanced.

so it depends on your read whether villain under or overbluff although I expect NL2 population tend to underbluff so geared towards folding

I hate, that he bet so large all the way down, but still without overbetting or potting it. To me this look like a regular trying to milk you for as much as possible. I am always using a HUD, and if the Villain was a 18/15, or something of that nature, then this is just a nobrainer fold.
