Could argue a raise pre but apart from that I think it was played perfectly.

I would have raised if the CO hadn't called...but with flush draw and gut shot I thought it was worth the shove!!! Is this a +EV move or not?

Yes bad, in turn your shove with only pair it's just on luck, on this board when two overcards and flush draw. This board is very much suitable for UTG..
About hand, In preflop i call too, because in micro limits UTG raise usually a very small range hands .You can do raise but i dont know nothing about villain he tight or lag , if tight call , if lag 3x raise, ,
In flop , your situation I'm leaning 3x raise , if villain call, in turn check-fold .If it was c-bet, and villain call your raise, hardly he would seсond barrel in turn, if he has nothing, if he barreling again in turn fold..
No need to invent anything, when there are no statistics on villain..you have to play a standard game.

In flop i am raise 0.28с, and fold in turn , . If we simply call in flop, we will not know nothing, what doing in turn, if he again barreling. Without stats villain are very difficult to discuss. we should look how often he makes c-bet in flop, what raise, and how he plays tight or lose (it is most important)
Usually on the micro limits, if he call our raise in flop,we are already far behind and can easy fold...It's all in a vacuum discussion.

I understand but even raising 28c you make a pot of 70 with only 60 behind. Its hard to then fold a gutshot + straight draw + pair on turn

I want some stats on the villain. Playing TT from the Button depends a lot on stats. You are shortstack and setmining it not the option unless it is a big nit UTG IMO. Actual stack size 40BB. A big 3-bet and shove postflop would be the best play IMO if it is a reg or a loose player UTG.

3 bet pre, then jam any flop. esp when your this short..
