At these stakes, yes he could. You should have lead on the flop or c/r at least but c/c is so weak. You didn't learn anything with the c/c.

I'd fold. The 9 helped him in some stupid way and in his excitement he prematurely ejaculated his chips into the pot. Pocket 9's seem like the obvious choice as few people would re-raise with A/9 pre-flop.

Of course, I've seen people make the same play with K/K that they couldn't get off of.

you probably have to fold...but mainly coz you played the hand all wrong. You should have led out the betting after you hit your ace. You simply cannot call on a hand like this. If you check, then you have to reraise his bet. But check then call and you don't have the slightest clue what hand he has. Then you check again :S :S :S... he could have 27, but you'd still have to fold since you have no clue what he could have. When you have a hand like that make sure you play it damn agressively pre/postflop.

If he did have AA, then he will either call your bet/reraise (since he could slowplay a hand like that) or reraise you a huge amount, in which case you know right away you are behind. You bet, or reraise, and he will probably have to fold 9s/A9.

There are only 3 hands that can beat you there 99 A9 and AA. AA you are dominated, but had you bet you probably could have figured that out (i highly highly highly doubt he had AA). And if you led/reraised, you would have got rid of the other hands (unless he thinks A9 is ahead after flop or something, but in the long run you make alot of ppl like that).

Well I did fold, so we will never know what he had. Honestly I had planned on check raising him on the flop but his bet size really surprised me so I just called. Right after I called I knew I had made a big mistake and was really hoping he would slow down if I just checked again.

If this had been a couple of days ago I probably would have called but I noticed that I was losing way too much money with one pair, I really think I had him beat but couldn't make the call.

Choosing not to stack off (or call off large amounts) with TPTK is rarely a bad move.
