His cold calling "I want to play a multi-way pot" range hits this board pretty hard. Plus he's passive, so he could be slowplaying/afraid to v-bet two pair. I wouldn't hate a shove, but I think you could save yourself the variance in a likely EV neutral spot.

Well if it was something like 83576 I'd be much more inclined to check back since there would be so many more two pair hands (plus the 9x obv). I don't think he calls as many 67/56/45 hands as he does pair + flush draws and Tx hands, and I think he raises basically everything that has you beat (except maybe flushes) before the river.

It's obviously close, but I think we can lean towards shoving. I think there's a little more value to a shove than c9 suggests.

well there is, but only with the 4 which imo isn't showing up that much in his range.
