I'm probably raising the turn there, the flush draw hits....though it's unlikely....and the villain is loose enough to have many jacks which haven't upgraded to full house yet and because it's 10nl you don't have to worry about a drooler like this rationalising that you have a better jack....and besides he will draw to full house even if you raise and he thinks you have a better jack.
However.....the call is fine because he might not actually have the jack and raising him will make him fold the entirity of his non-jack range so either line has it's advantages.
As played calling the river is fine and I don't think there's much value in raising.
