If they are aggressive c/c, if not, shove. It sucks because a 9 is heavily in his range because of your top set on that board, but he's short and likely bad and there are many 2 pair hands in there as well he might call with. You're not c/fing so not many other options.

Even a shortstack loose player is dangerous. He might beat me going on river.
