It looks like a clear fold, he probably has a set of JJ, AsKs, or maybe some random suited connector(unlikely to be calling a utg+1 raise and 3-bet AND make such a big raise on flop). It's unlikely that he's bluffing with some random 99 or TT, since you appear strong to him, 3-betting PF. He has 3 hand combinations that have you crushed and one which is flipping. You probably need around 45% equity, your equity is probably around 20-25% at best.
