So I just wrote up a huge post about how I think a flat is the best play for pot control and redraw yada yada yada.

After re reading it I think it should absolutely be a reraise. Really find out where you are at in the hand, and make the short stack LAG pay for any sort of draw he is holding. Facing a 4-bet I think you may need to lay it down, but again...he is a shorty and as WVH says "**** the short stackers"

I think we are ahead most of the time here sometimes you will see Q9, Q5, AQ and there's nothing that can be done about that. However i think we see a weaker queen here or a draw a majority of the time so raise for value.

It's actually a REALLY shitty spot and I wouldn't hate just folding to the raise! Yeah it sucks because you probably have the best hand at the moment but you're going to get pushed around on a ton of turns OR you could already be WB. The fact that it's only a min raise makes calling so tempting but I really think it's just throwing money away.
