Your postflop bet sizing sucks. $1 on flop.

Because any hand that calls for .60 will call for $1 and you like money and you want to be able to win a full stack. I'd also bet at least .10 more preflop since you're OOP.

Ok fair point, however say for example i had KQ in this spot are you still betting $1 even though you missed or are you going to bet less?

and that still didnt answer my initial question haha, he has a 38/2 vpip/pfr over 165 hands, should i be folding the river based on how the hand played out

Sometimes you'll find we don't end up answering your initial question because this situation won't happen if you fix your problems in earlier streets.

If you had KQ in this specific situation against this guy, no I wouldn't cbet. You're not really supposed to bluff droolers because they call a lot. Since we have a good hand we need to bet like have a good hand, not sure why you thought a half-pot bet was right.

As played you cannot fold the river

I would have raised just a little more preflop, and pot-sized bet on the flop. You're letting your opponent in there cheaply, you can't be doing that when you have top pair. You could easily get crapped on. Also, I don't think he was calling on the flop with only 3 clubs to the flush. I'm thinking he got really lucky and hit the 5.

When are we ever good against his shove?
Rarely. Maybe never. We need to be good 25% to BE and I doubt we are. As played it's probably a fold. If played correctly it's not even a question because we bet $1.20 into $1.50 on flop. $3 into $3.90 on turn, and shove his remaining stack (~$7) on the river.

Yeah, you pretty much have to fold to a pot sized bet. I might find a crying call if the flop had been wetter but clearly he has a made hand here. You just don't see many bluff raises on the river at low limits. A single pair most likely would have called the river with showdown value. This looks to me like a last ditch attempt to extract value. It's possible he was slow playing a monster from the git go but my best guess is 88 or TT.

Bet sizing doesn't suck but you could go bigger for the reasons given by WV. If they missed they're gonna fold for a dime or a dollar. A made pair will probably call one bet. If they have an ace they're calling anything.
