Villain is 63/13. This is the first time that I have encountered them, but my notes say "limps UTG+1 with 95s; re-raises then folds to all in" - what next?

^^^ I don't see the any other way to get it all in on the river besides betting, you choose which of these reasons works for you

A)Build Pot
B)Make him/her pay to draw
C)Get Value from your hand

Bet or raise SB and look to get it in. Ummm I don't understand the stacks, why have you only got $4 in a $10 game?

Buyin full. With your stack size I'd probably just pot/raise any on every street.

I agree with BlackRain79. With such a short stack, look to get this all in by betting the 3/4 to full pot and re-raise villian if given the chance.

With a VPIP of 63 and folding the river he is 100% chasing the flush. Usually if there's a flush with such a loose player present, he got it.

If you only want to bring around $4 to the table, why not just play 5NL and buy-in full? (for 100BB I mean, not 250BB) I think short-stacking is going to bad for your game in the long run

Being picky something like this may be preferable for max value. Might seem pedantic but doing this will increase BB/100 a lot (betting 6c more on the flop lets you build the pot massively more on later streets).
