You can start 4-betting him here too if you want to set up a dynamic where he'll later shove on you light.

11% 3b at FR is huge. Whats he re-steal percent i'd be tempted to go for a 4bet if this is high but I don't know if i'd 4bet shove or 4bet/call.

Over a 411 hand total sample he's probably only had the opp to 3bet 50 times and he's done it 5 times. Basically meaningless stat over that sample imo. I mean his overall stats suggest he's laggier than your average FR player but getting it in with 77 seems a bit drastic (and generally costly). Definitely like it better than flatting though.

Probably jacks, maybe tens.
Say our hand was JJ, would you 4bet to ~$2.40 and call off a shove or just shove yourself? Whats the best line to give villian the weakest range?

I think what you mean by "give villain the weakest range" is actually "how do we keep villain's range the widest". Clearly the best way to do that is to take the only line that doesn't shut any of his range out: flatting. That's not my preferred line for advice for micro players though since typically it's kind of tough to play postflop, and is definitely profitable to stack pre, so I tend to suggest just doing so.

Typically 4betting small to induce is going to keep his range wider than just shoving. There are guys who will 3bet 55, see a tiny 4bet, and think you only do that with the nuts, so they fold, but when you shove they look you up lighter, but they'd be the minority imo.
