$10 NLHE 6-max: QQ wet board should I double barrel

the board is wet. Is that really a weak that not bet the turn. I hate when opponent explore it. However in this situation is db spew?

Hero (BB): $11.28 (112.8 bb)

MP: $9.10 (91 bb)
CO: $10.18 (101.8 bb)
BTN: $11.98 (119.8 bb)
SB: $7.19 (71.9 bb)

Preflop: Hero is BB with Q

1. 3b bigger preflop make it atlaest 12bb's, maybe 15 since were playing OOP
2. Cb is fine, but much of this is villain dependent. Depending on villain's fold to 3b stat, (which we obv don't know) would decide whether to fire 2nd barrel or not

The villian is very loose 47/18. and he like to float and bet the turn. Agrr at turn is 3.4.

That is why I do not like it.Everytime I am hesitated in this situation. Maybe this one I should raise the turn, as he is so loose.
However sometimes I met a reg TAG. I know they can bluff, but I am not sure. If I raise turn regularly would that be too spew.
