My thoughts playing this:
PF: Call with 99 to a steal (too good to fold, not in the range for a 3bet value or bluff)
Flop: Thinking now that a donk bet would have helped me establish where I am and take some initiative after I called PF. At the time, floating the flop because I think he'll cbet with any cards he has and I'm having trouble letting go of a 99. Yes, I'm set mining OOP but 99 feels like a grey area to me.
Turn: Thinking that I've already misplayed this hand. Had no plan when calling the flop other than thinking I'll see what happens on the Turn. When I show weakness and he bets small again, how do I redeem this hand?

pretty sure if it was me I would have 3-bet it but this very well could be a bad play. I just think since you are oop you want to take initiative right away and 99 is a good enough hand here that it could be a value bet since he is on the button and his range is much wider (probably like 30+%)
