I was going to say he's bluffing, but his sizing looks like value. I'm calling here. If he has 99, so be it. If he checked the turn through with QQ+, then we got pwned.

I think you are beat often here. Your range is pretty face-up to an overpair, and I don't think he'd try to bluff you on a board that does not hit his range. I think I like a bluff-shove better than a call. Though I'd probably fold because I don't give credit to micro players being able to fold QQ-AA getting 3:1 in a spot we're never bluffing. He's not value betting 1010 or worse here, and I think people usually check back AK here because they should realize we're going to try to hero them often.

I'm pretty much always checking back an overpair on the turn to induce bluffs and get another street of value from 77-JJ that will try to hero the river. If we 3-barrel here with AA/KK, I don't think many hands other than QQ/sets are going to give action.
