Tough spot considering it could be a random BB hand where he sucked out somehow with a straight but I probably put in a raise here to like ~6.50 ish give or take a little as he could call with top pair or two pair type hands.
edit

looking at villians stack size I just ship it actually on the river

Has to be 97c to make any sense at all, even then he should be folding turn despite FD + double gutter (but would prob talk himself into it w/ implied odds). Sets should be repopping turn. Maaaaybe 88

The question is, what's his calling range if we reshove? If we narrow his value range to 97c and 88, we must assign more than 4 combos that take this line + call to be profitable on the reshove. Considering he has a full stack on the dot, I doubt he's a huge fish. I honestly don't see him ever calling with worse, so I probably just call.

Very small bet on the flop... With a flush draw, I think you could bet higher and try to win the pot right away or in the turn, if you think you're still ahead. Now, in the river, I thing a large 3bet will do the trick :D

Stats? He probably is loose passive, and when loose passives c/c c/c and then bet, it's usually a missed draw or they hit something that improved their hand in a significant way. It's rarely top pair that they play like this. So 47,97 stuff like that makes sense of course. But, there are enough two pair combos to profitably shove, so that's highest EV play.

What is he calling flop with here that actually hits the straight? Looks like 2 pair to me.

Depends what kind of player is. If he is a whale he would probably call ATC. A straight makes sense. 97s for example make sense even with a tight player that plays bad for implied odds. I had my share of this from players that I never thought will play one gap suited connectors from BB. But there are a lot of other hands that make sense. 2 pairs, smaller set, top pair.
A shove is good here. If he has 2 pairs he will pay most of the time if he thinks we have something like AJ.

Yes, i ended up shoving here. and he did indeed have 97s. Just wasn't sure what to make of his bet on the river.
