Preflop, 99 is a wishy-washy hand. Really it is a set-mining hand. Very rarely are we good without hitting another 9. I can call here though.

Flop, go ahead and fire one. We have a value hand. only losing to overpairs now (who has a lone 8 in a 3-bet pot?)

Turn, this is a reoccurring theme in all of your posts. BET SIZING! we need to go bigger! You bet less than 1/4 pot!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! We cannot do this! We have a miracle 8-high board, and we need to be squeezing all the juice we can!

RIver is a call, cant see him having an 8 or a str8, if he shows us TT-AA then we suck it up and rebuy.

Would recommend to fold pre-flop in a 3 bet pot with 99 your basically set mining and the stacks aren't deep enough to my taste to do that profitably OOP in a 3 bet pot. Also the first raiser might four bet and you would have to fold.

On the turn you decide to bet, but the bet is so small that BTN can call with two over cards. If you decide to bet would make a bigger bet to at least 1/3 pot.

On the river again a small bet and the BTN decides to raise you. As played the raise can be made with anything combined with the fact that you get a good price makes that I would call.

imo it’s clear fold pre. Position SB gives only set mining, MP stat wise seems good and it’s still his turn to answer to the 3bet.

Check flop is standard. Your turn and river bets are absolutely awful though.

As mentioned as usual, this seems like an occurring theme here among many members. Bet sizing. You're only putting 60 cents into a $3.82 pot. You will not get anyone to fold here with those pot odds.
