I bet flop, because I doubt a J is checking (unless UTG is big on pot control with AJ or w.e), so we have the best hand a lot, and don't want to be giving 3 other players with their significant combined outs free binkage opportunities.

And before someone says, but what will call that you beat? Well, AK/AQ and stuff like that will defo peel at least one in my experience, along with PPs.

Bet the flop, and it doesn't matter if worse never calls. Getting 3 people to fold 8%-30% equity is good. Getting people to fold their equity = a bluff.

Deffo firing the flop and I think your turn play was far to passive, I think I'm raising raising the turn to that weak small bet. I don't think anyone is ever checking a J on the flop and betting turn unless it's like a set which they are trying to slow play. The small min bet on the turn is like some weaker pair or betting a flush draw or some random over cards.

I'm down with a flop bet on this dry board. There's plenty of dead money.

Betting the flop isn't c-betting since you're not the pre-flop aggressor. And while it's less comfortable stabbing against multiple opponents, how much better of a flop do you want? Only 1 over and a low one at that. Plus having 99 instead of a lower pair means fewer overs that can come if you see the turn.
