I noticed for one of wsop Circuit main event there is 12% administrative fee which considering the total players of around 600 comes out to be $100K. Is it fair? It seems to be too much to me considering hosting tournament of just 600 people for few days. Not to mention additional revenues for hotel because of participants.

This is a different event. Different events have different fees. No matter though, running a 600 person tourney is not cheap, and there is more than just paying the staff to run it. That staff is made up of a lot of temp dealers, who need to be auditioned, processed, and hired. Events need advertising and coordination. And many more items. Plus its a business and someone needs to make a profit. 12% is actually not bad, be thankful its not more.

what you guys are referring is main event with more than $ 10 million participation. 5.5% of that is half a million dollar for 7 days event cost of which is already shared my 10's of other tournaments.

I am talking about circuit events. I have no objection on dealer fees but it is unfair for these organization to make huge margins on such event and paying hardly anything to dealers and expect players to tip them.
