I don't think you have much to worry about with the large, established sites like Full Tilt and PokerStars
. I'm not sure how far down the totem pole you need to go before you should start worrying. If you did have a problem with an offshore site, I don't think there's anyone to appeal to to hold the site accountable. You just have to trust them. When the government makes laws to try to protect you from your own decision-making, that's a bad sign. For example, does Kentucky really care about their poker-playing citizens, or are they trying to get a piece of the pie or protect their other gambling establishments, i.e. horseracing? I think it's the latter.
