under raising rules

I currently had a situation in a live game and despite several conversations we couldnt get to the bottom of the rule.
blinds are 2k and 4k, under gun under raises all in 4600, 3 players fold and I have big pockets so want to raise, I am told I cant as there is an under raise, is this correct?
As I have not acted yet surely I should be allowed to do what I want, why should I let the players following me get in for very little than the BB when I have a big hand.
I understand if I have allready acted then the under raise doesnt open up the betting again but if I have not acted can I do whatever I want, including a 3x BB raise?
I understand there are some rules about the size of the under raise, some say if the under raise had been 6001 or more then it opens up the betting as it is 50% of the min raise, is this correct even though it is not too relevant in this instance I as I believe I can do anything as I havent acted.
If anyone has a link to a rule showing this it would be appreciated.

If you havnt yet acted then all options are open to you regardless of the size of UTG's shove. If you have already acted and someone shoves for an undersize raise then you can only call.

As to what constitutes an undersize raise, its depends, I've seen it vary from a bb increment, to double the previous raise. It depends on the house rules. The general rule of thumb is that a valid raise sould be equal to or greater than the previous bet or raise in that betting round.

When it was your turn you had the right to raise. It doesn't matter if the guy who went allin had 2 chips or exactly 4k or 50k...when your turn comes around, you have the option.

The only exception is like u mentioned...if you called first, then he went allin...then we would have to look at how big the raise was to determine if you can reraise.

of course you can raise if you have not acted yet. LOL @ your friends trying to tell you that you can only call.
at least i hope this was a home game. omfg if this was in a casino.

As stated above^^^..get your money in. As cheaptrix said, I really hope this wasn't a casino or some weird limit variation.

I'll just add that on the under-raising issue, where a lot of people get confused is they think that a shove only needs to be half the size of a minimum raise to reopen the betting. That's only the case for limit games - in no limit games, it still needs to be at least the size of the previous bet or raise.
