the actual rule is: Once substantial action occurs, a misdeal cannot be declared, the hand must proceed.
So, since nothing was said on the flop, hand continues as normal, then the deck needs to be fixed... I mean normally this would never happen in a casino or sanctioned tourney, since they use new decks, checked and washed prior to use. But seeing as it's in a bar, I would imagine they have their own rules, as shady as that can be....
