Yeah I've seen it as the bubble starts approaching, which makes sense in a way. Once hand for hand play starts, it becomes a useless tactic, since players eliminated on the same hand will be placed according to the size of their starting stacks. Yet the stalling continues which only serves to limit the number of hands that get played before blinds increase.
What really puzzles me are the players that begin stalling right from the opening hand of a tourney. I don't understand what kind of strategy that could possibly be, since most players want to get in as many hands as possible at each level, before blinds go up.
