One of the reasons, imo, is that it makes the bet look larger than it is. a bet of 999 has a huge stack of chips but 1000 is just one chip.
I'm gonna go out on a limb here, and say it's because it annoys and/or confuses people.

Wow! If that minor occurance "annoys" you so much, I think you've picked the wrong game as your hobby. Poker has plenty of other things about it that are WAY more annoying than that.Can anyone tell me why people bet weird bets like 101 or 66. it is so annoying.
lol, make sure it's totally random, like 437 when the proper bet is 400, or something!i think the next time i play, i will try that & see what happens, thank you for the advice
