OzEx explained it well. Unlike Holdem, in Omaha, the cards in your hand can give you a worse hand than the 5 cards on the board. Here's a similar example, but trickier, especially when it lands on the river. Getting your 2 pairs (As & 3s) counterfeited.....
Player 1: Ac 3c Js 9s
Player 2: 6h 6s Ks Ah
Board: 4h As 7s 3d 7c
After the turn:
Player 1 has: Ac As 3d 3c 7s (kicker) (winning)
Player 2 has: Ah As Kc 7s 6h
On the river:
Player 1 has: As Ac 7s 7c Js (kicker)
Player 2 has: As Ah 7s 7c Ks (kicker) and wins.
