Are they almost always a sure sign of a steal attempt? Do you try to re-steal?

you must evaluate each bet each time the situtation arrises. has the player been playing loose? tight? flush draw on the board and their protecting a strong hand? or maybe they are trying to make a play at the pot. if you had a notion u could win the pot with a re-raise why not bet or raise on your first turn anyway.

no If there is a calling station at the table, the bet pot button is just easy.

No they are not almost always a steal. COuld just be a player protecting his great starting hand and wants to further cut down the field. Depending on the size of the pot and action a call or a raise is OK. 95% of the time I would go with just calling witha SOLID starting hand pre-flop to see the flop. After that you gotta play your cards/board and the playa. Peace and GL, FLOW

Not always a steal. You just got to watch the player. If you seen him do other times at the table or if he was playing tight.Could be steal or could be someone with a good hand.

it depends 2 on the stack that u have.with big stack, a button raise has bigger odds to blind steal, a small stack...goes most of the time all in:p
on a game i steal about 5-6 blinds, i don;t like bluffing:p

This is a great reason as to why having a HUD helps. I have blind steal% listed on my HUD, and when people are trying to hammer away on my blinds I can play back at him
