Google is your friend...not sure how accurate it is because I don't play in Vegas.
In tournaments you're always gonna find fish, and yes there will be a lot of tourists just like yourself. However theres a big difference between the wsop and O'Sheas $25 tournament. Usually the less you pay, the worse the structure is going to be, i.e., the blinds will raise faster and more disproportionately and at some point its going to become a shoving war.
Of course the more you pay, e.g., the WSOP, you'll probably have better players, but you'll be able to take advantage of the weaker players with more tactics than push/shove at your disposal.
Personally if I don't have a lot to spend or want to conserve some cash and have some fun, 2/4 limit would be the way I would go. Good luck.

Yes i have played in a few big events in vegas, but the first one i played in was a tourny at harrha's on sat morning it was a 100$ rebuy, with about 65 players pays top 10 and u got 10$ Ko's. I played and started racking up knock outs, found my self at thefinal table and took a deal when there was three left and i took down first place and themoney to go with it. There were a few good players but mostly there were donks who just want to play in a tourney in vegas. They were playing hands like A10 and pushing hard, most of the time they were out kicked. Basically anything under $100 buy-in will be soft. You will see a couple of players who know what there doing but for the most part there easy. Depending where you play you will see alot of tourist and this is there first time playing a tourney live(MGM tourneys are full of them).

^ ^ ^ this !! Lots of tourists/visitors always wanting to play tourneys in Vegas, but usually a few decent regulars who also like to take advantage of that.
Finding tourneys? You can google a lot of the casinos, but best to call their 800 numbers for the casinos (NOT hotel reservations number) and ask for the poker room. Many online website pages are not updated every time a casino makes a change in their schedule of events or buy-ins.

Would second nearly all the advice above. In the low stakes tournaments the vast majority of players ain't that good.
Look for some value in terms of starting chips and length of blinds.
The ones I liked were Treasure Island, Sahara and the early Caesars. PH looked ok as well but never got round to playing there If you can push to $150 then the Venetian noon is brilliant.

Very true about not all websites have updated info. For instance, my friends and I went to the Tropicana in March of this year to play a poker tournament (since none of us play cash games) and we found out that the poker room there had closed!
I also wrote a review of the Planet Hollywood and Treasure Island tourneys that we went to (https://www.cardschat.com/forum/poker-rooms-10/las-vegas-casino-poker-room-reviews-146744/) if you're interested. You might also want to look into satellite games to bigger tournaments. Regular casino tournaments (at least on the Strip) have varying turnouts at any given day of the week so the places paid is different; from what I gathered though, it's the top 15% that make ITM.

As someone else said, the MGM is a good place to play if you want 'fish' both in the low stakes tourneys and cash games.
The Red Rock Hotel (way out off the strip) has some serious 'grinders' at it. Be careful out there.
The Bellagio, which is probably one of the most well known casinos thanks to TV, has decent players at all levels but you can always find someone who has some money and just wants to say they have played at the Bellagio. Take them down.
The Rio has all the WSOP poker tourneys going now but there are usually some sats and cash games going on. I have played there but never at WSOP time.
If you want and old school poker game go down to the Horseshoe, they have games all day. But again there are 'grinders' down there, so be careful

2 more places to consider ... The Sahara, lower buy-in tourneys with mostly soft players and across the I15 at Palace Station. A nice quiet poker room and adjacent, large sportbook. Palace Station does have some reg grinders, but also some soft wannabes too.
