It is impossible to eliminate this type of cheating. It is too easy to setup a tunnel between 2 remote networks to make them appear as one network.
The person assuming the account can then log in through the external connection of the original account holder. This doesn't even require a 2nd Internet connection.
I would be surprised if this is not already being used.
It's great news when the sites can catch these parasites
So you would like to be a parasite? When I see this guy, I try to get closer to him and get into the team.

It's great news when the sites can catch these parasites multi accounting and passing their games on to better players. But the people getting caught doing this are just computer illiterate. Imagine what goes on when you mix good players and a computer geek together?
Regardless, the real problem online poker players face is collusion teams at the cash tables. Every once in awhile you'll hear or read of a team getting popped. But the top teams are on top of their game avoiding detection and are cleaning up.
I know of a member of a team that plays at one of the live clubs I frequent. He always brags how well they do. I asked him why would you be here live when you know you could be winning online then? He says he plays live on the days he off from the team. They mix up the team with different players so well they actually have days off.
When I see this guy, I try to get closer to him and get into the team. If I could I would be like an undercover agent and report to the sites they play at, and take them down. But, he won't even tell me his online name. I sat next to him at a live game and chatted for hours about everything. I told him how much I would love to be on the team. He said he would see what he could do, and I haven't seen him since. That was two months ago.
This person is no kid, he must be in his 40's. But becoming part of it doesn't seem to likely.
Anyhow, this is what I think is the real threat online, and if their not a bunch of careless kids, maybe they are cleaning up.
