Reading around I've seen the notation of $100NL and such.

I've always referred to them as the blinds, for example $0.25/$0.50 NL

What does the one number such as $100NL refer to?

It might be the max buy in. Or the min buy in, but I think it is the max buy in.

tourney buy-in? Probably more meaningful in which the context you use it in.

$100NL would be referring to the max buy-in, usually 0.50/1.00 NLHE
