Player A is absolutely a douche for angle shooting.
The rules should allow Player B to retrieve their cards and claim the pot if their hand is indeed better than Player A's actual hand.
Player A should get a warning from the floor at the very least, if not a penalty.
If this
isn't on the river (ie: the hand hasn't gone to showdown) then it's maybe a bit different. Player A is still kind of a douche, but it's not the same kind of angle shoot.
