Mostly been said above - a single
oversize chip would rightly be considered just a call if the player hasn't said anything. But more than one chip should constitute a raise (unless, as Tenbob suggested, they were put out one at a time, in which case it should be ruled a string bet, only the first chip counts, and that chip ends up being a call).
Different card rooms have different rules though, so if the rule in your card room is that you have to verbalise every raise then that's what you have to do.

FWIW I've never heard of a card room doing this, and it'd be an awful rule that would create more problems than it would solve...
