I was playing a 1\2NL @ Caesars. I am dealt Pocket Kings. So, after all the betting and raising there are four of us waiting on the flop. It comes 7,8,K rainbow. There is a betting and raising. Then the turn is a 9. I bet, the person behind me calls, the next one calls. The dealer then burns and turns over another 8 for my boat. Then this voice speaks up Hey you missed me. Dealer says she didn't see his cards. WTH??? So, floor comes over and they allow him to make his decision. He FOLDS. Grrrrrrrr. The new river card is a 10(four cards to a str8), now I know I'm screwed. The person behind me made his str8 on the turn and the last makes it on the river for a chop. Pot was huge.
How would you respond to this? My response. Cash out the rest of my chips. I was done for the night.

Common occurrence in Live Games, especially with talkative or inexperienced dealers who are not paying attention, but it happens to others as well. That is why it is always better to play at the card rooms with the most experienced, professional dealers.

When it does happen, it really sucks, but they make it fair for all involved. (The more shitty the dealers, the more often it happens) They reshuffle all the live cards for the river, so that you have an equal chance to get the same card on the river. If the mistake occurs on the flop, the turn is dealt normally, it is always the river that is changed (but the turn card in this instance will always be what the river card would have been). Many times, if the players are paying attention, they will inform the dealer he missed a person before the card is exposed.

No one can get an advantage by acting too slow or acting too fast, as once the card is exposed there is no choice to keep the card. It is gone 100% and reshuffled into the mix.
