I'm playing a little home game with my noob friends and one of them keeps throwing his cards away out of turn. I'm pretty sure that's against the rules or at the very least bad etiquette but he keeps saying that he has watched enough poker on TV to know that you can do that. If you think about it this messes up the implied odds. But anyways, can he throw his cards away out of turn?

No. That's pretty puzzling because they don't even do that on TV. What show is he watching? NBC's Poker After Dark? They don't do it there. WSOP, PCA and EPT tourneys? Again no.

Folding or acting out of turn is bad poker etiquette and can mess up the play in progress. Lets say your friend is in the CO. UTG player made a big raise and middle position is thinking about how he wants to act. Your friend in CO folds out of turn, Button sees the fold and thinks its his turn to act and makes a large re-raise, thinking its on him. Blinds fold and the middle position who was thinking about raising back the UTG sees the button action and thinks his hand isn't as strong facing a raise/reraise and mucks. After the hand plays, UTG is mad because he was holding AA and he thinks your friend folding out of turn cost him some extra action with his hand.
This is a really extreme example but just tell your friend to wait for their turn to act.

In cardrooms here, and any major MTT. You get a 3 hand penalty for a first offence, and a full orbit for any futher violations.

I agree with what everybody has said. For starters, it affects the integrity of the game, with action still yet to be made. From a merely "playing for fun" aspect, it also ruins the game there too. If he continues to do that, just simply don't invite him back to any more home games.
