Diving into the Depths of Poker Rules...Min Raise?

(In no limit texas holdem):
Ok, I have a couple of hypothetical scenarios...First of all, I want to establish this...
-If blinds are 10/20, and player A raises it to 50, if player B wants to re-raise, it must be reraised to at least 80 (original raise was 30 plus previous bet [50]). If player B decides to reraise to 300, player C must reraise it to at least 550, (original raise was 250, plus original bet [300])
I am going off of the assumption that this is correct. If it is not then I am all messed up lol...
My hypothetical scenario involve re-rasing after someone goes all-in.
Ok so scenario A...
Blinds are 10/20.
Player A (UTG) pushes all in, with 34 chips.
My understanding is that player B (UTG+1) is allowed to raise because they have not acted in the pot yet, my question is...what is the minimum that they are allowed to re-raise?


Scenario B...
Blinds are 10/20.
UTG calls for 20 chips, UTG+1 pushes all-in for 34 chips.
The table folds around to the SB. Is the SB, BB, or UTG allowed to re-raise? And if so, what is the minimum re-raise?

I did some research.

For scenario A, I believe that they are allowed to raise because they have not acted in the pot yet. And since there has yet to be a raise, the minimum raise allowed is 40.

For scenario B...I found this rule.
  1. All raises must be equal to or greater than the size of the previous bet or raise on that betting round, except for an all-in wager. A player who has already acted and is not facing a fullsize wager may not subsequently raise an all-in bet that is less than the minimum bet (which is the amount of the minimum bring-in), or less than the full size of the last bet or raise. (The half-the-size rule for reopening the betting is for limit poker only.)
So I guess...If being in the blinds (SB and BB) are considered as betting, or acting, then they have already acted in the pot, and without seeing a full-sized raise they are unable to raise. UTG obviously is not allowed to raise either.
My Final Results/Guesses (waiting for CC members confirmation/comments obviously):
Scenario 1: UTG+1 is allowed to re-raise, with the minimum re-raise at 40
Scenario 2: SB, BB, and UTG, all are not allowed to re-raise, since they are committed to pot already and not faced with a full-sized raise.
Person on the button, however, IS allowed to raise (since they have not yet acted), and the minimum re-raise is 40
