Cash games during the WSOP are the best by 1 million percent in Vegas (rest of year is blah as far as I am concerned - compared to say LA and some other loose venues). While you get a good amount of top players that are playing, there are a ton more recreational fish that make the trip for riches or just want to play with the pros. (and a lot of very loose aggressive Cali players show up to make for big loose pots)
And it is not only the Rio that has great ring games during this time, but many other rooms as well. I am partial to Ballys at this time of year if you play 1/2 or 2/5 NL. You really get a good mix of tourist, experienced in this room and it can be a gold mine (a bit loud and crowded though - but I like the atmosphere as well).
