Is it acceptable to throw a closed hand of cards down on the table in front of the last player and just call "Aces"?

Normally we openly display our hands and call "Aces" to indicate either one pair or 2 pairs of cards if Ace high.

In the above instance, the player had a 3 of kind.

Also, is it up to the player with the "winning hand" to fan and display his hand, or is it up to the "looker" to open them up?

If called the player should display their hand. The dealer announces whatever the player actually has as sometimes players misread their hand

If I understand the question, the answer is no. It is against the rules to miscall your hand. The only way you do not have to show your cards is if all other players muck.

If there is betting after the last draw, whoever bet last must show first. If there is no betting after the last draw, whoever is closet to being the next button shows first.

And show means to physically open and display the win claiming hand?

yes
the correct term is actually 'tabling' your cards, but 'show' works good too
