Bum deal question.

We had a situation last night at our local card club with the fourth card being flipped over during a deal.This was declared as the burn card and the deal carried on.
Needless to say that the overturned card would have given somebody a pair and he was very upset and folded with his cards upturned which then had an impact on the rest of the hand.
Is there a rule that says how many cards have to be dealt before its declared a bum deal ?. Or does it vary from place to place.

Rule of thumb I've typically seen done is if the card was accidentally exposed before everyone has their first card, a reshuffle is in order. If the dealer exposes a card after this (the second card out) then it becomes the burn card. If the dealer happens to expose 2 cards on the second card out, reshuffle.

But each room is different.

Also, if you have a player that is going to be such a jerk that he can't handle a misdeal, slap him in the head one and tell him to grow up. It happens and even the best of dealers make a mistake now and then.

I have seen a mishap, after throwing numerous hands away I was finally dealt something nice. Don't remember exactly but I do remember a K and maybe Q, J or another K. lol Anyways, one of my cards had turned over as it was thrown my way. Dealer automatically said re-shuffle.
But then a few hands later I am thrown a card. An awful one. I remember it was a 3. The card was bent lengthwise, and very horribly. I automatically decided before even looking at that card or the other I would fold.
Could not believe even when I threw that card back to the dealer it was just put back into the deck. He even had problems trying to fit it into the deck.
Now that I believe should have been cause for a new deck of cards. I was fumed.

The general rule is, if one of the first 2 cards delt is flipped over it is a mis- deal and the cards will be collected and reshuffeled, and if 2 or more total cards are shown while dealing, it is also a mis- deal.
