Is $250 to little for 25NL? Should I be playing 10NL?

yea 250 is way too little unless you are buying in for the min. In general, in cash games you either want to buy in for the max, or buy in for the min and play short stacked strategies. So presuming you are planning on buying in for the max then anywhere from 20 to 50 buy ins is probably what you want. It depends on how you play/how easily you tilt etc. as to the number of buy ins that is right for you.

My opinion, the minimum you would need for 25Nl would be $500. Stick with 10NL until you've covered yourself. A few bad swings with a BR of $250 on 25NL and you can find yourself back to 5NL. Good luck, be patient :)

I believe the rule is generally risking no more than 5% of your BR at a given table.

You should have $500 to be in $25NL if you're planning to buy-in for the full amount when sitting down. Buying-in for half, putting yourself at the full 5%, isn't really living on the edge imo, but I'd watch your step and move down fast if you take some early hits.
