No most people use it in NLHE, it's just that it's derived from limit, since in a limit game with blinds of 1/2, $2 is the small bet (bet preflop and on the flop) and $4 is the Big Bet, twice the big blind (bet on the turn and river). The term comes from limit, but it's still used frequently in NLHE, sort of like the American system of measurement. Everyone realizes it's easier to use metric, but we've gotten used to the feet, inches, ounces, miles, etc. that we still use that.
