Is this a string bet?

I'm playing in a tournament and the guy next to me announces raise, then moves a stack of chips into the pot, then reaches back and moves another stack into the pot. He proceeds to do this four times. He claims because he announced raise, he could do this as many times as he wanted. I still think it's a string bet. Opinion?

The act of putting chips in front of you to bet and then going back to your stack to get more chips after you have already called or proclaimed a particular or implied raise. This is not allowed at casinos or normal tournaments.

Rude to begin with. Call out your raise, lay the chips to make the call aside, count out your raise, and push them all in after you have decided the amount.

That's exactly what I told him, but he argued with me like I was crazy. Thanks

When you announce raise you are allowed only 2 moves into the pot. The 1st move is to call the bet and the 2nd move is for the raise. You'd have to read the TDA rules on what happens if the 1st move has more chips than the bet but less than a minimum raise as to whether you would only then be allowed to complete the raise to the minimum raise amount. If the 1st move has more chips then the minimum raise amount then that should be the only move allowed into the pot.
