It means that the player is able to play well after the flop has come down. Reading the board and determining what the best plan of action is to take the pot down. There are many ways to tell if a player has decent post flop skills, but there is no use in going over all of them yet if you weren't even sure on the term. The most basic thing to look at for postflop skill is a person's CB percentage. If it is really low, then they are extremely weak in their postflop abilities. If it is extremely high, they they are CB'ing too much and you can get away with some raises to get them out.

Thx for the response. Aside from CB percentage, what else do i look for ? Especially if most pots do not go to show down.

Complex question to answer but a player with strong post flop skills will:

-bet-size to get maximum value from made hands.
-bet-size to make opponents who are drawing make mistakes.
-know when to c-bet and barrel effectively.
-choose the right spots to bluff.
-be aggressive rather than passive.
-understand their opponents and adjust play accordingly.
-know when they are beaten ie. can find the fold button.
-be tricky and not predictable

If they are loose-passive preflop they will have a large gap between VPIP and PFR stats. In general these players are also passive postflop so if they suddenly become aggressive it is likely that they have a strong hand.

Again, this is a very general question and the answers can/could be quite broad and varied. As a starting point, most good players will have vpip/pfr stats that are fairly close in value. There is tons and tons more, but that is a good place to start.

Most good players will also C-Bet a fair amount of time. Most good players will be fairly aggressive. Just so many things, but nothing is set in stone for any one particular player. There are good players who probably break all these rules. But, in general, looking for these things is a good place to start.
