what kind of strategy to use

I play in a weekly cash game with some of my friends its not high stakes at all .25/.50 blinds. But im trying to figure out how to play because its almost impossible to put someone on a hand. If there are 9 people playing atleast 8 see the flop and even if you raise to about 5 preflop people will still call with any two cards. Im curious how you guys think the correct strategy would be to play because clearly raising to try and get them out is out of the question. It starts getting costly when you raise to 4 or 5 preflop with ak and someone calls with 69off and flop comes out a69. i realize in the long run i should be the one winning with the better hand but it always seems that the worst hand always wins

I would try to play small preflop pots with SCs in late position and small PPs and push hard if I flop good hands I would raise preflop bigger with high cards, big pairs and good Ax that can flop Top pair hands. If they like to call 10bb preflop than raise only your premiums so big, If nobody cares about the balance of your range you can play that way. And it's no shame to check/fold AKo on 856tt.

You shouldn't care much about hand reading if they are all so loose passive. If they are most of the time passive and suddenly become active, fold your marginal hands. Otherwise keep on valuebetting them. And only bluff in good spots like they checked flop and turn or on Axx or other dry boards where they can't have a lot.
