Tipping - taking money in play off the table

Not so much about tipping (I'm all in favor of tipping the dealers) but where that tip comes from. Supposedly you are not allowed to take money off the table, but you are allowed to take it off and give it to the dealer - anybody know of a place that is NOT allowed?
Now I really don't have a problem with that, BUT when players order food or drinbks and pay for it off of their stack - well that just doesn't seem right. Anybody know of a place that is NOT allowed?
I've played tourneys in a bunch of places west of the Mississippi - but this doesn't come up in tourneys. I've only played cash in two places in the same city, so my experience on this is extremely limited.

Personally I don't have an issue with it at all. Unless someone is tipping someone they know large amounts as an angle. (Something i've seen only once, and it was stopped pretty quickly, he was tipping €25 per drink to the waitress who he happened to be shagging).
