It's really just an added blind. There are games that play 3 or 4, sometimes even 5 blinds as a standard rule. As a straddle, though, it's usually done for entertainment purposes and to take pressure off of the UTG player immediately. Occasionally, I'm sure you can learn something from doing it, but it mostly just keeps your hand a secret while allowing you to possibly get a walk in the manner of a BB.
