Small Pocket Pairs vs 3-bet?

I find myself in this position very often and I don't really know whether I should fold or call 3-bets with small-pairs vs 3-bets.
I usually call, especially in position or 3-way, but is that the best thing to do? let's say villain is a 20/20 tag, you open from the cutoff to 3x, and the small blind 3-bets around 9bb's, do you call here?
And what if the button 3-bets?

Depends on stack sizes.

You are basically set mining so general rule is that if you call everybody has to have behind around 20* the amount you need to call.

If you are NOT the last to act then fold since if you call and someone jams then you forfeit the whole amount or are stacking off in a horrible spot.

he is often 3 bet ,he must bluff.According probability,you are mostly the best cards on the flop.

Horribly incorrect. Small pairs suck pre flop AND post flop unless they hit the flop hard.

Against a bigger pair you are around 18% to win.
Against 2 overcards you are around 55% to win.
