Depends on the table dynamic.
If is a 6-max then a 3x raise is reasonable.
If is a 9-max table and you have strong holdings then I prefer a 3.5x-4x raise.
From this position you will be often OOP and it will be tough if you raise 2x or 2.5x and get called by two or three opponents.

usually the hands that you would raise the utg should belong to a strong group of hands because you are increasing the table starting, there are many people to play still. With that in mind, think a 3x the big blind this reasonable.

Do you guys think people would notice when you raise 3x to 3.5 x from UTG as opposed to 2.5 from Late position?

Yep, they notice, it is sensible to discourage opponents from playing against you where they have position using a larger raise size. They know that if they call big bet under the gun that they will have position but will be up against a stronger range. Small bet from late position means a much wider range, but they must be prepared to play post flop out of position.
That is all the information they can notice.

Exactly, UTG, +1 you bet 3x or 4x, you have to play the hand OOP so try to get to the flop with 1 or 2 players max is key.
