Position and implied odds

Should I fold small PPs to set mine if the villain is in late position because his range will be wide and won't be likely to be putting his stack in if I hit? Is it better to set mine against UTG players, or players with a narrow range so they will have a big hand to pay you off?

A nitty tag (say 15/11) in 6max opens in CO for 3x BB. You hold 33 in BB and it folds to you. Do you tend to put in a 3b here, call to setmine or just fold? Effective SS = 100BB.
Im kinda interested in the arguement between calling and 3betting because I have both pro's and con's in my mind, however i'd like to know the opinion of a better player (i'd never fold FWIW).

I'm probably 3-betting. But that decision will be made based on two things:

-Steal percentage, which converges pretty fast.
-Fold to 3-bet.

And you said you'd never fold, but that wouldn't be that bad either.
